Holding a Master 2 degree in international human rights law, a Master's degree in public law (Thomas Sankara University), and a doctorate in law from the University of Geneva (Switzerland), DABIRE Tiérowé Germain is a highly regarded specialist in public international law and international litigation. A lecturer and researcher in public law at Thomas Sankara University (Burkina Faso), and a visiting professor at the University of Lausanne (Switzerland), the Protestant University of Lubumbashi (Democratic Republic of Congo), and Aube Nouvelle University, he is also a member of the African Society of International Law, the American Society of International Law, the African Academy of International Law Practice, and spokesperson for the Burkinabè Society of International Law.

A former member of the Board of Directors of the NGO FIAN-BURKINA, he is the current president of the Alliance for the Environment and Human Rights (AEDH), an association dedicated to the promotion and protection of the environment and human rights. A visiting researcher at international research institutes such as the Max Planck Institute for Procedural Law (Luxembourg, 2021) and The Hague Academy of International Law (2020 and 2022), he was involved with the Burkina Faso Legal Council team in the advisory proceedings before the International Court of Justice on States' obligations regarding climate change (2023-2025).

He has consulted for several intergovernmental and non-governmental organizations, including the Office of the United Nations High Commissioner for Refugees, Oxfam-Canada, and FIAN-Burkina. A former research assistant at the United Nations International Law Commission (ILC) (2024), he is the author of a doctoral thesis on the regime of reparation for environmental damage in international law and numerous publications in his areas of expertise.

He teaches courses on international litigation, constitutional litigation, international business law (international economic law, international trade law, international investment law, international commercial and investment arbitration), land use planning, urban planning and environmental law, public economic law (public procurement law), and directs research projects in the field of environmental law (University of Lausanne, Switzerland) and climate change (Dalhousie University, Canada).
